Process

1. Ticket is received
2. Move to Sitka Record Loading Queue
3. If it’s Patron records = assign to Support Staff
4. If it’s Bibliographic records = leave unassigned
5. Set ticket priority = Low
6. Add Library tag

7. Add Sitka Record Loading tag

   1. Bibliographic records = based on record source
   2. Patron records = Patrons
8. Add Library main RT account to Requestor
